Well then, here's a few things to consider, and full instructions on going about it. First off, if you haven't already done so, read the Player Conduct page, and also peruse the campaign's House Rules. If you have read them fully, and agree to abide by the regulations and are comfortable with the House Rules, then the next step is to go to the How to Join the Campaign thread in our Forums, where you can submit your character concept. There, you will find a topic thread detailing the general submission guidelines (which you must also read before submitting a concept), as well as a Q & A topic thread where you may direct any questions you have about the process and anything related to your desired concept. Once all that is accomplished, you can then post your actual concept onto the Waiting List topic thread. After that, it's all a matter of waiting for an opening to come up in the campaign, and hoping that your character is accepted. As you will read elsewhere, new players are not accepted wholly on a first-come, first-served basis. The quality of your submission--both the idea behind it, and the aptitude you express within it--is a major determining factor. Any submissions in the waiting list which make it blatantly obvious that you have not read any or all of the above links which you were instructed to will be given a rejected stamp, and may even be removed from the list altogether after a short time.
If it need be said, yes, I agree, the process may seem a bit lengthy and involved. That is done intentionally to help weed out any potential problems that may arise, before you submit a character. Anyway, enough blabbering. Here's that link again, in big, bold letters:
